Synopsis for "The Big Blowout"

General Eiling and Dr. Megala view over the recordings of Major Force's throttling with Captain Atom that were taken from the latter's implants. Megala is not pleased of Major Force's brutality. In stark contrast Eiling is pleased by the results and states that Nathaniel wouldn't do anything against Major Force given that his staged arrest of Doctor Spectro has exonerated him before the public.

Nathaniel recovers with bruising to his face. He gets an eviction notice from his landlord and resorts to pawning his belongings to pay off his debts. Nathaniel comes across an outlet store called Mellow Yellow which sells 1960's memorabilia. To his luck, the store owner, Sally "Starshine" Stone, is willing to buy his appropriately 1960's belongings at a favorable price; in which she even doubles the price by answering a set of vintage questions. Nathaniel correctly answer Sally's questions and as well forming a common friendship between them.

Meanwhile, the Justice League International goes into action in response to a strange hurricane that has appeared off the Gulf of Mexico. They encounter the hurricane and a voice is loudly heard from inside the storm, stating that it seeks to cleanse the Earth. Black Canary recognizes it to be Red Tornado, her fellow comrade of the previous Justice League. Black Canary tries to communicate with Red Tornado, who responds by attacking the League. Tornado grounds their shuttle outside of the storm, sparing them due to having some sentiment left in him to care about his fellow Leaguers but will kill them if they interfere again. The Leaguers can only try to save the people from Tornado's hurricane.

Nathaniel receives a distress signal from the JLI during a visit from Peggy and Goslin. He reluctantly flies off without alerting his guests. After Nathaniel meets up with the League, they tell him that Tornado's storm is heading for the Langley Nuclear Reactor Plant and that if it's destroyed, the nuclear residue will contaminate half the state. Captain Atom engages the Air Elemental and draws enough energy from the Quantum Field to create a counter-vortex to combat Tornado's hurricane. His technique works as Tornado's hurricane is diverted away from the power plant and towards a swampland...where the Swamp Thing watches the battle between Captain Atom and Tornado.
