Captain Barnacle is a gangster who runs his crew out of a speedboat and who managed to evade Wonder Woman by endangering fishing vessels while fleeing.
History
After escaping Wonder Woman, who had stopped to rescue fishermen on a boat Barnacle had damaged while fleeing, his men noticed an odd glowing bottle floating near them in the water. Barnacle realized something was inside and had them bring in aboard, and saw with glee that it was the map to the treasure of notorious long dead pirate Captain Storm.
Upon further examination of the map Barnacle deduced that Holliday College had been built over the treasure's location, and set out to recover the gold without letting any surviving witnesses realize what he was doing.[1]
