Captain Marvel, Jr. (Volume 1) with a cover date of February, 1943.
Synopsis for "Captain Marvel, Jr. Struggles With Sabbac"
Captain Marvel Jr. stops a group of Nazi saboteurs from wrecking an airplane factory by catapulting a keg of dynamite into it. The Fifth Columnists are able to escape when Tim Karnes, a student of the black arts, uses his magic to befuddle Junior long enough for them to escape. Under the promise of being made governor of America if he can render it easy for conquest, Karnes casts his book's ultimate spell, summoning a plethora of demons to give him a powered form like Captain Marvel Junior. This mighty new menace is dubbed SABBAC.
The villain sets out to achieve his goal by sabotaging all railways crossing the Rocky Mountains to effectively split America in two. He's interrupted in his task by Captain Marvel Junior again, but they're too evenly matched in a fight, and SABBAC slips away to resume his plans. He tries to keep a new tunnel from being dug, but is intercepted by Junior. A look at the young hero's determined face overpowers the evil courage of Asmodeus, who flees. Things continue to go from bad to worse, with each demon deciding there's no point in continuing the fight and abandoning Karnes, stripping away each of his powers until he's just the helpless occult dabbler.

Synopsis for "The Pills of Peril"
Sivana invents "nimativs", the opposite of vitamins, which make anyone who swallows them weak. Although Captain Marvel's busy thanks to his confrontation with the Soothsayer, Sivana sends Beautia to keep an eye on the hero to make sure he doesn't interfere with the scientist's evil plans. Which are to rob at will, and throw his pills down the throats of the police and security guards who try to stop him, weakening them into complete impotence. The pills even rob Captain Marvel Jr. of his strength when he tries to intervene, allowing even a frail specimen like Sivana to beat the hero in a fistfight!
Sivana goes on to sneak his pills into the police force's drinking water, allowing him and goons to take over the entire city. Junior tries to stop him, but again is fed the pills and loses his powers. Sivana decides to be ironic and bring the World's Weakest Boy along to his hideout to be his personal servant. Overhearing Sivana point out the bottle with the antidote to one of his henchmen, Junior takes it and recovers his strength. He flies around using the nimativ pills to weaken Sivana's underlings to capture them easily, but returns to the hideout to find Sivana gone. Not only that, he finds a note declaring Sivana knows Junior's secret identity!
