Synopsis for "The Strange Orders From Washington"

A captive is delivered to the mysterious Templar Mansion, hideout of the evil femme fatale, Mata. The next day, front page news is made of the entire Pacific fleet being pulled back, which greatly disquiets Billy and Sterling Morris. Billy transforms and flies to the Department of Defense in Washington, where he speeds past the guard on duty to see his old buddy, the chief. However, he doesn't recognize Captain Marvel, and brushes off the hero's concerns. Then when Marvel leaves, he springs a trap, which Marvel easily escapes.

Later, a note's sent to the station asking Captain Marvel to come out to Templar Mansion to "clean the ghosts out". He goes as Billy instead to get inside surreptitiously, but he's instead caught immediately. Mata and Mr. Banjo, who didn't drown after all, are running a spy ring out of the old building. They prepare to fire Billy from a catapult if he won't tell them how to deal with Captain Marvel, which he refuses to say. They launch him, he transforms in midair, and comes back to beat the daylights out of the spies. In the process he finds their captive: the real defense chief. Mata escapes in a speedboat, but Marvel leaves Mr. Banjo hanging from a hook by his belt while a horde of screeching bats keep him company until the FBI gets there to clean up.
