Synopsis for "Captain Marvel and the Minneapolis Mystery!"

Morris calls Billy into his office to tell him about a strange "drouth" affecting Minneapolis, and how a villain's demanding a massive ransom or he'll keep it from ever raining in the city again, threatening the wheat harvest. Billy's sent to cover the story, and when Nazis overhear his plans through the broadcast, one's sent to hire this villain. The spy steals Billy's plane ticket and ties him to a rope hitched to the back of the plane to be smashed when it takes off. Billy manages to change to Captain Marvel after snagging his gag on a rock and flies after the plane, but seeing how many women are in the welcoming crowd sets off the hero's bashfulness and he changes back to Billy. The spy sees Billy and runs away, thinking he's seeing a ghost.

City officials give Billy a tour of the city, whereupon he notices a strange device affixed to the top of Foshay Tower. The officials have dismissed the crackpot scientist running tests up there, but Billy's suspicious. Someone tries to drop a safe on the car, prompting Billy to transform to Captain Marvel, and fly to the top of the building to return it. He confronts the scientist, who appears to be a simpleton in a wheelchair, but it turns out to be an act to allay suspicion as soon as the hero's gone.

To try and catch the villain, Billy goes to deliver the ransom, planning to spring Captain Marvel on him. The Nazi spy from before shoves Billy off the roof where he's due to be picked up, only to get socked by Captain Marvel on the way back up. The scientist's electricity-absorbing machinery, how he's been withholding rain, gets destroyed in Captain Marvel's siege of his headquarters. The hero just summons lightning by transforming back, causing a downpour.

Synopsis for "The Monster Society of Evil, Chapter 3: The Second Pearl Harbor"

Billy manages to jerk his head back so the cannibal chef's cleaver cuts off his gag just in time, allowing him to say his magic word and transform again. Captain Marvel flies to military bases all over the South Pacific trying to find any word of his enemy Nippo, who's carrying out Mr. Mind's next scheme. At that moment Nippo's in a plane that shoots down the plane carrying the commanding officer of the American forces at Pearl Harbor, and Nippo disguises himself as his victim.

Appearing to the staff as their leader, Nippo tries to send all the troops and guards away on a week's furlough to allow the Monster Society to bomb Pearl Harbor a second time and demoralize the Allied forces. His disguise is seen through by the nurse who is the real CO's daughter, and Marvel arrives to fight off Nippo. The Japanese spy flees to carry out Mr. Mind's back-up plan: to cause a volcanic eruption to destroy the Pearl Harbor base. Again Marvel discovers him and sends Nippo flying out of sight with one punch, letting the hero recover the two magic pearls. Using their magic, he sees Dr. Sivana creating a glacier to crush a town in Alaska.
