Receiving a letter from a Jimmy Deever asking for some kind of help, Billy decides to answer it, since as a fellow American, he's as important as anybody. Traveling to Denver, he gets help from big-time publisher Joe Morton, since Jimmy forgot to write his address. Finding Jimmy, Marvel learns he wants to use an empty lot owned by an angry local hermit as a place to collect rubber for the war. Billy investigates, and finds the man's actually a member of a group of Nazi spies trying to dig a tunnel to rob the U.S. Mint.

Synopsis for "The Monster Society of Evil Chapter 9: The Webs of Destruction"

Despite Mr. Mind's claim that no one ever visits the spot where he trapped Billy, some children playing war come by and find his cocoon, cutting it open with their toy swords. Billy transforms and flies after his enemies.

Meanwhile Mr. Mind and Dr. Smashi, apparently the sole survivor of the group of Japanese scientists, meet up with two of Mr. Mind's other wicked scientists, Herr Phoul of Germany and Jorrk, the first of Mr. Mind's crocodile-men minions from the planet Punkus. They pool their efforts to build a giant vehicle that's part helicopter and part spider they can use to trap Allied military assets in inescapable nets.

They use it at an Allied base in Australia, tangling up its hardware and making off with the general in charge. After a battle Captain Marvel catches up to them and bends the vehicle's spinnerette so that it causes the next net to tangle up the vehicle itself. The villains aboard jump out, but the captive general plummets to his doom, as Marvel races to save him.
