On a visit to Pittsburgh, Billy overhears a man named Flintrock vowing to throw Josh Dovey, a beloved local eccentric, off his tiny plot of land. In investigating, he learns William Penn left possession of the entire city to Dovey's family. Flintrock is Josh's brother, trying to get rid of him to inherit ownership of the city. Josh Dovey returns ownership of the city to the people, except for the plot of land he originally lived on.

Synopsis for "The Adventure of the Garbage Scow"

Aged Captain Gus tries to join in some naval maneuvers with his old garbage scow. When warned he almost wrecked some PT boats, he goes down to to the local recruitment office to try to how how real sailors should fight. He's commended for his passion, but turned down because his age. Still trying to prove his worth, Gus "attacks" a Japanese submarine with his garbage scow. Captain Marvel pushes down on the bottom, trapping the nose of the sub on Gus' garbage scow, allowing them to take the enemy sailors into custody for questioning.

Synopsis for "The Shipwrecked Slackers"

A yacht sinks and Captain Marvel flies out to see if any of the passengers survived. He finds they have, washed up on a deserted island, but are fighting with each other over rationing the supplies. Marvel thinks to himself he could just fly them back to civilization, but in the end decides to make them learn a life lesson! After some character-building, the castaways find themselves really put to the test when a Japanese sub stops at the island to affect repairs, and finds a whole camp of Americans to take prisoner. Captain Marvel even decides to let the castaways suffer forced labor under enemy soldiers! It's only when the Japanese start beating on a little boy that he intervenes, sinking the sub with its crew aboard.

Synopsis for "The Monster Society of Evil, Chapter 18: Peril Behind the Camera"

Billy survives his fall unharmed when it turns out the rocks he fell on were just rubber props. He changes to Captain Marvel to go after Mr. Mind again, and easily overwhelms the Crocodile Man guarding the studio when his club turns out to be a rubber fake also. Meanwhile, Mr. Mind decides to hijack production of the movie and use it to show how powerful he and his Monster Society truly are. He casts a fanged hunchback named Bonzo to play the defeated Captain Marvel in his film.

The real Marvel knocks him out and takes his place, with Mr. Mind passing the likeness off as a very convincing costume. The villainous worm attempts to show the cast being slain by his minions, but this fails when all their weapons turn out to be fake props, and Marvel's cover is blown when he survives being shoved into a real iron maiden the cast had on hand. Marvel easily mops up Mr. Mind's flunkies, but the worm manages to get to a movie projector that's actually his secret weapon, the Black Death Ray, which he unleashes on Captain Marvel.
