Synopsis for "Sivana and Marvel, Inc."

Dr. Sivana comes into Billy's office, claiming to have reformed. He proposes he actually go into business with Captain Marvel, selling protection against crime. Any earnings above their operating expenses will go to charity, which gets the hero onboard. They get so many clients, Sivana's daughter soon comes to work as a secretary. Also soon, however, the FBI arrests Captain Marvel for tax evasion. Beautia comes down to FBI headquarters to help him out by calculating his taxes, but he has a better idea: lead him to her father's hideout, where all the stolen money's hidden.

Synopsis for "The Repentant Crook"

Sterling Morris has counted up all the villains Captain Marvel's captured, and the number's just one shy of an even thousand. Just then they overhear someone opening the safe in Morris' office, but when Marvel socks the safecracker, he has a unique reason why. Ten years previous, he'd been the notorious Cracker Jack. His conscience has gotten the better of him, and he's been returning all the money from every safe he ever looted. Captain Marvel doesn't quite believe it, and follows along when Jack makes his next stop. There, he's caught in the act by a policeman, who doesn't believe his story that he was putting money into the safe.

Marvel rescues the reformed thief from the arresting officer, and they go around returning his stolen money. Jack even gives money back to two former underlings of his, who he stiffed on their share of the loot, but Captain Marvel knocks them out for confessing to taking part in a bank robbery. When Cracker Jack tries to surrender himself to the police, there's no record of his crimes. Even when Captain Marvel corroborates the story, the officer angrily tells them to get out for wasting his time talking about crimes that never happened. Reason being that his two hirelings snuck into the precinct and destroyed all his criminal records.

Synopsis for "The World's Mightiest Dream"

Billy eats a lot of rich cake at Sterling Morris' birthday party, and worries about having weird dreams. He heads home, unaware Sivana is following with designs on his life.

Once he falls asleep, Billy does indeed have a strange dream where he's being chased by a giant living birthday cake. Out of instinct, he calls his magic word, which causes Captain Marvel to appear sleeping in Billy's bed, having the same bad dream. His powers are impotent in the world of dreams, so all even Captain Marvel can do is run from more strange monsters based on birthday cakes. He comes to a small opening where he might be able to hide, and changes to Billy to be small enough. This inadvertently makes the real slumbering Billy vulnerable to Sivana's hatchet, but Billy finds himself confronted by his nemesis in his dream too, and transforms again. The real Sivana finds his hatchet shattered against the suddenly invulnerable frame of Captain Marvel, and leaves in frustration, the hero never realizing he was there.
