Synopsis for "The Empty City!"

Captain Marvel tries to collect $10,000 in donations for a charitable cause but has no luck. He sees a contest with a prize for that much for groundbreaking architecture, which he intends to get by copying it from a city 100 years in the future! When he approaches the domed city he sees, however, he's assaulted by automated cannons. The cannons aren't the only thing that's automated, he quickly discovers as restaurants, movie theaters and flying cabs are operating by themselves without a single person to be found. He flies to a radio station, still being run by the robot disc jockeys, and sends a broadcast out to anyone who'll answer. When he gets a callback, Marvel flies outside to find the city's inhabitants living rough. They'd gotten bored with having everything done for them, and tried to escape their restlessness by getting back to nature for a while. When they tried to return, however, they were driven off by the same automatic defenses Marvel had encountered. He flies back, smashes one gun and disables the others to allow the people to return home. All Marvel takes in return is a sketch of a futuristic building he hands in to collect the prize for charity.

Synopsis for "Never Trouble Trouble"

Captain Marvel saves a derailed trolley, and somehow finds a boulder in the heart of the city to keep it from movie until repairs can be made. However a dour man in black makes it clear he thinks Marvel's a busybody who should mind his own business. Since he won't, this "Mr. Trouble" promises to give so many problems he won't be able to interfere in anyone else's!

A series of mishaps befall Billy, who slips on a waxed floor and ends up destroying an elaborate chandelier, accidentally wrecks the station broadcasting equipment by opening a door too forcefully, and the rug in his office mysteriously catches fire then almost sets a policeman below on fire when Marvel throws it out the window. Then he's arrested for assaulting a police officer when he gives the man a hearty slap on the back that's too hard, and when he tries to post bail, is told the manager of his bank just "absconded" with all the money. When the police commissioner personally orders Marvel free, he proceeds to slip on the stairs and inadvertently kick his benefactor in the face, then knock the cap off a fire hydrant with his behind and douse everyone around him!

The man from before shows up and mocks Cap's predicament saying everything is his doing, but the hero decides to fight fire with fire. He proceeds to prank Mr. Trouble with a bucket over the door and moving his bad so he wakes up in the seal enclosure at the city zoo.
