Carl Packard was an operations administrator for Project Cadmus.
History
A corrupt opportunist, he secretly conspired with millionaire entrepreneur Lex Luthor, Jr., as he was his Project Cadmus mole. Packard proved very important in the creation of Superboy.[1]
During the Clone Plague Packard discovered that the deadly catalyst that was killing all the clones come from the rubbles of Engine City, Luthor JR. who was dying of the same illness, set Packard free to develop a cure, but he was caught by the Cadmus security, Packard reveled the truth and began working on a serum, which he administered to Superboy first.[2] Despite having helped Luthor, Packard kept working for the Project Cadmus.[1]
