Carmen Navarro was Bea Bennett's mentor in Spyral. She was secretly a double agent working for La Agente Funebre under the codename Revenant.

History

Whilst working undercover in rival intelligence agency Checkmate; Carmen's fellow agent and longtime friend Nicole Alston uncovered proof that Carmen was working for La Agente Fuebre. Rather than turn her in, Nicole wanted to use Carmen to bring down La Agente Funebre's organisation from the inside. Instead Carmen took out a hit on her, but let Nicole find out ahead of time so she could attempt to flee. Nicole took her young daughter Destiny and tried to escape to the Caribbean by boat, but the boat was blown up by KGBeast. Nicole was seemingly killed but Destiny survived.

Carmen kept tabs on Destiny, who ran away from the foster system and spent four years living on the streets. At age thirteen, Destiny stole a superyacht belonging to the CEO of Ascendek, a tech company and front for Checkmate which Nicole had worked for. After sailing it into open water she was found and adopted by a nautical secret society known as The Crew of the Crossed Keys. Destiny also found a laptop which Carmen had planted on the boat, containing encrypted information that an assassin named "Revenant" had killed her mother.

At eighteen Destiny returned to Bludhaven on the trail of Revenant. Carmen left clues leading to a midlevel Mafia figure named Bianchi, who Carmen was working for undercover as a bodyguard. When Destiny came for Bianchi, Carmen told her that her mother's assassination came through the La Agente Fuebre network and recruited her into Spyral; partially as redemption for Nicole's death and also to ensure Destiny never discovered that Carmen was Revenant.

Destiny joined Spyral and rapidly became one of their top field agents with Carmen as her handler. Carmen eventually assigned her to watch over the amnesiac Dick Grayson, outfitting her with the cover identity "Bea Bennett". She also told Bea that KGBeast, who had caused Grayson's amnesia by shooting him in the head, was Revenant. Bea quickly befriended Grayson, but fell in love with him despite herself and stopped sending reports back to Spyral. Carmen reached out and told Bea that Spyral were considering pulling her out and killing Grayson; but before anything could done the Leviathan Organization subsumed Spyral. Carmen managed to escape with her life and became a full-time assassin.

She accepted a contract to kill Dick Grayson, who was threatening the power of Bludhaven's crime lords, and decided to take the opportunity to also kill Bea Bennett. Ice Suwannarat, a former agent of Checkmate, warned Bea of the assassination and the two of them managed to defeat Carmen. Bea handed her over to The Hold to be imprisoned.
