Carmine Falcone was boss of the Falcone Crime Family in Gotham City.
History
At some point, Falcone formed his own organized crime family in Gotham City. Over the years, he would buy off numerous judges, politicians, and police officers, making him the most powerful crime lord in the city.
Falcone spent some time in Prison for a few years, and was cellmates with Joe Chill, who would tell him about the night he killed Thomas and Martha Wayne. Falcone also presumably told Joe about his business dealings and other crimes he has taken part in.
Sometime after Falcone was released, Chill was put on trial, as the courts were willing to release him if he gave them information on Falcone. However, at the court house, Chill was shot and killed by a female assassin disguised as a reporter.
Later that night, while at his restaurant, Falcone was visited by Bruce Wayne, who claimed he was there to show that not everyone in Gotham was afraid of him. Falcone explained to Bruce how the power of fear is how he gained control over all the cops and officials on his payroll, and went on to vaguely threaten the lives of the people Bruce cared about, such as his butler Alfred Pennyworth, and his friend Rachel Dawes. He told Bruce that as the "Prince of Gotham” he doesn’t know about the ugly side of life, and that this is a world he'll never understand. He then had his men beat up Bruce and throw him out of the restaurant.
Eight years later, Falcone entered a business deal with Dr. Jonathan Crane, who was secretly allied with the League of Shadows. Crane had drug shipments being brought into Gotham, and Falcone and his men were put in charge of handling the shipments, as well as street distribution. As part of their deal, Crane agreed to give Falcone's men the insanity verdict in order to have them avoid time in prison. When Rachel Dawes began looking into Crane's dealings with Falcone, Crane asked Falcone to get rid of her.
A few days later, Falcone and his men handled the last shipment at the docks. They placed all the drugs that would go to their street dealers in stuffed bears, while the drugs that went to Crane were placed in stuffed rabbits. While his men worked, Falcone met with Flass, a detective on his payroll. However, his men were soon attacked by the Batman. Falcone attempted to escape, but his driver was knocked unconscious. He then took out a shotgun to defend himself, but right after he loaded it, he was pulled out of the car by Batman, who proceeded to knock him unconscious and take him away. Falcone was left tied up to a searchlight, and was later arrested by the police. Right after this, Batman stopped the two hitmen that Falcone sent after Dawes, and gave her a list of incriminating evidence that prevented Falcone from making bail.
While in prison, Falcone cut his wrists, and wrote a letter to Crane pretending to be going insane. Crane visited Falcone, and he revealed to Crane that he knows of the truth about Crane's drugs, and the fact he’s been using them to experiment on the inmates at Arkham. He then said that he wants in on Crane and Ra's al Ghul's plan. Crane, knowing Falcone's arrogance would be a liability, put on his Scarecrow mask, and proceeded to infect Falcone with his Fear Toxin.
Falcone was then moved to the secure wing at Arkham Asylum, where he continued to be haunted by hallucinations.
After Falcone's incarceration, Sal Maroni took over as Head of the Falcone Family. He presumably recovered from Crane's toxin, as two years later he was still awaiting his trial in Arkham.

- Falcone is shown wearing a wedding ring on his left hand index finger. Though his wife is never seen or mentioned.
