Carrot-Man was a D-lister supervillain that was an enemy of Plastic Man.
History
Carrot-Man was part of the live audience in an episode of the TV quiz game show Let's Make a Steal, dressed in full carrot costume, as many others in the audience had silly costumes as well...as did the contestant, who was dressed like a cow.
The contestant's prize was a blender, which she was so excited about, she accidentally threw it into the audience, where it smacked Carrot-Man right in the head, knocking him out. When he awoken, he found that the blow to his head awoke his inner evil, and he decided to go and commit a crime.
Since he had been lying on the floor at the TV studio where the game show was being filmed (apparently no one bothered to call an ambulance); he walked over to the cameras which at that point were filming the news. He then announced to the world his intention to commit a specific crime and when he was going to do it, and he even challenged Plastic Man to try and stop him. Which he does, fairly easily, and just in time for him to get back to important things like taking care of the real threat of the day, which was one of his other enemies named Doctor Honctoff and his Bogus-Men.[1]
Carrot-Man later escaped from prison intending revenge on Plastic Man but hit his head, inadvertently incapacitating the villain Snuffer in the process, which caused him to revert to his previous personality. [2]

Notes
- This version of Carrot-Man, including all history and corresponding appearances, was erased from existence following the collapse of the original Multiverse in the 1985–86 Crisis on Infinite Earths event and later restored following the rebirth of the infinite Multiverse during the Dark Crisis of 2022-2023. Even though other versions of the character may have appeared, this information does not apply to those versions.
