General Chacal was the leader of an army of Czarnians who worked for Brainiac.
History
Chacal gathered together every violent and psychotic misfit on the pacifistic Czarnia and formed them into an army known as "Bad Blood". They took over an entire city which then suddenly disappeared as Brainiac miniaturised the city and imprisoned them in a bottle; where they promptly began fighting each other. Czarnia erased them from the history books, and they were remembered only as a story used to scare children. Decades or centuries later, Chacal agreed for his people to serve as Brainiac's shock troops in exchange for their freedom, and the fun of spreading death and destruction through the universe.
Bad Blood were able to capture the Superman Family and deliver them to Brainiac, completing their deal with him. As Chacal had expected, Brainiac double crossed them and planned to use them as "fuel" for his new creation, the Brainiac Queen. Bad Blood were confident that they could fight their way out, but the Queen brutally massacred them in seconds.
