Charles Nigaff was a psychologist at Arkham Asylum who also took young adult patients who were looking for therapy.
History
His non-Asylum patients included Jason Todd (briefly), Francisco Ramirez, Chris Ward, Nicholas Ward, Lance Heart, Monica Brennan, and Troy Hubbs-King all of whom excluding the first two Nigaff convinced to run away to join "Batman's soldiers" and then got addicted to Venom.

- Venom: Charles had somehow acquired a supply of venom which he then had his recruits use, at least in two instances against their will, in order to make them stronger fighters and addicted and therefore dependent on him.
Trivia
Nigaff was not the first Batman villain to use a gang of runaways dressed as Robin to carry out his criminal work. The first was Al Craig in the Earth-One continuity in Detective Comics Vol 1 342.
