Someone has to fight back. The runaways are expendable. Winning this war is what matters.
Charles Nigaff src

Charles Nigaff was a psychologist at Arkham Asylum who also took young adult patients who were looking for therapy.

His non-Asylum patients included Jason Todd (briefly), Francisco Ramirez, Chris Ward, Nicholas Ward, Lance Heart, Monica Brennan, and Troy Hubbs-King all of whom excluding the first two Nigaff convinced to run away to join "Batman's soldiers" and then got addicted to Venom.

Abilities

Equipment

  • Venom: Charles had somehow acquired a supply of venom which he then had his recruits use, at least in two instances against their will, in order to make them stronger fighters and addicted and therefore dependent on him.

Nigaff was not the first Batman villain to use a gang of runaways dressed as Robin to carry out his criminal work. The first was Al Craig in the Earth-One continuity in Detective Comics Vol 1 342.
