Chemo is an enemy of Batman.

History

He was freed from Arkham Asylum by Penguin and Mr. Freeze and used in their experiment to create giant monsters to attack Gotham City. He was equipped with a freeze cannon arm and attempted to freeze the city. However, Green Arrow intervened and stopped him. Chemo collapsed a building on top of Arrow's robot. He attempted to finish Arrow off, but Batman stopped him and drained the chemicals from his body.
