Chill was by far not as coldhearted as the man he was supposed to replace, Captain Cold.

History

He threatened to kill Cold's father if they did not submit to Libra; sadly, Cold did not want to save his father but kill him himself.

Chill took on Cold, but knew too little of his tactics. When Captain Cold fired a wide beam of cold, Chill thought it was a misfire and went on to punch him. However, everything that enters the wide beam freezes solid instantaneously. He cowered in pain as his right hand snapped off, and Cold killed him with an ice blast to the head at point blank range.
