The second Chillblaine was an enemy of the Flash.

History

Whereas the first Chillblaine was a henchman of Golden Glider, the second one operated alone. He had two run-ins with the Flash. The first time, he was easily defeated when Flash dragged him into the beam of his own ice gun. He escaped custody and wanted to exact his revenge during the New Year's countdown. Wally, at the same time, had issues dealing with the inability to save one woman, saving ten others and instead scarring her for life. He came down hard on Chillblaine, ensuring that noone else got hurt but beating the villain to within an inch of his life and overexerting himself.
