Chutriel is a fallen Angel and the source of El Diablo's powers.
History
After El Diablo was shot to death by Deadshot Chutriel and Lazarus Lane appeared on the scene and tried to convince Chato to come back to life another time, he refused, even when Chutriel implied that Chato was going to end up in Hell.
Chutriel then showed him that a now superpowered Jake Dalesko had defeated Justicia and Task Force Y and was now about to murder Chato's lover, Azucar, which convinced Chato to accept his resurrection if Chutriel agreed to kill Dalesko for him.
Chutriel agreed and emerged from Chato's body and after a brief battle in which he mercilessly beated and taunted Dalesko proceeded to kill him by blowing him up.[1]
