In the early 1950s, on a remote island, the United World Council built a huge Citadel of Science.
History
In 1952, during the Cold War, an enormous Citadel of Science was established, on a remote island, by the United World Council. Here a diverse array of scientists from all over the world would pool their genius to advance civilization. One leading scientist, Dr. Ivander was murdered and impersonated by his insane asylum escapee brother. This miscreant soon set about stealing as many scientific secrets as possible. The Ivander impersonator, now calling himself the "Hawk Master," used these inventions and discoveries in committing a series of crimes all over the world. He stole some notes and plans from the visiting Blackhawk, which is what brought the Blackhawk Squadron down on him.
After a great deal of trouble, in Saigonia and elsewhere, Blackhawk revealed that the real Dr. Ivander was dead and that the impostor was his twin brother.
