Clock King is William Tockman, one of several time-themed supervillains to take the alias, working simultaneously alongside Billy Tockman in Seattle and another incarnation. A recurring foe of Harley Quinn's, he has been part of a partnership with fellow villain Sportsmaster and the Suicide Squad.
History
Teaming up with Sportsmaster, he attempted to rob a Coney Island mall, where he was confronted by Harley Quinn and Power Girl. Using a teleportation ring, Clock King sent the two off into space, only for them to return through the ring moments later. After trying again, to the same effect,[1] Clock King watched with Quinn while Power Girl fought against Sportsmaster until the latter was caught in the blast of his own weapon. Distraught at his partner's apparent death, Clock King traveled back in time to rescue Sportsmaster and evade capture. The two struck again at a sports store in Times Square, coming into conflict with the New York City Police Department, but were seized by Power Girl and hurled through the air to Central Park, where they were shot by Quinn and left for the police.[2]
Clock King, Sportsmaster, and a group of henchmen later tried to rob a luxury yacht on which, unbeknownst to them, Harley Quinn was having dinner. Clock King was thrown from the boat by Quinn's friend Goat Boy, and he and Sportmaster were once gain taken into police custody. Though Clock King was able to free the pair with his teleportation ring, they found themselves in the bathroom of an angry Power Girl.[3] He once confronted the Batman and Superman alliance with his mechanical robots, ultimately losing the fight,[4] and was later among the villains recruited by Superman to join him in battle against the forces of the One Who Laughs.[5]

Clock King and Sportsmaster eventually suffered a falling out, but were made to serve together on Amanda Waller's Suicide Squad, tasked with stealing the beard of Pharoah Hatshepsut from the palace Black Adam, ruler of Kahndaq. While their teammates Catwoman and Black Alice carried out the theft, the rest of the Squad waited in a garden courtyard to cover their escape. Clock King, feeling out of place on the mission, was further discomfited upon discovering that the garden was irrigated with blood, a finding that motivated the rest of the team to join their teammates inside the palace. Finding them in battle with Adam in a room of artifacts, they joined the fighting to little success, though Clock King was able to protect Sportsmaster from Adam's attack with a holy sundial, while Alice teleported the team to safety.[6]
With a new Suicide Squad roster, Clock King and Black Alice were then tasked with infiltrating the volatile island nation of Gamorra, ferried past its advanced defenses through the mind of a sleeping citizen by the Naltorian hero Dreamer, to make the island accessible to foreign intervention. Clock King was intrigued by Dreamer's ability to predict the future through dreams, and aided her in navigating the dream realm, tracking an extinct Gamorran bird to their destination in the waking world.[7] Clock King concluded that Waller planned to take control of Gamorra for herself, and followed his teammate Bizarro to the island's control center. From there, he disabled its defenses despite the opposition of Dreamer, allowing Waller to launch an invasion force, and to have the Squad sedated and returned to custody.[8]

- Clock King was created by France Herron and Lee Elias, first appearing in World's Finest #111. However, in the Prime Earth continuity, Clock King first appeared as part of the New 52 DC Universe in Harley Quinn (Volume 2) #11 by Jimmy Palmiotti, Amanda Conner, and Chad Hardin.
