Clock King, real name William,[1] is one of several supervillains to use the alias to commit crimes. Wielding time-manipulating gadgets, he was an early foe of the Green Arrow, and is active as the Clock King simultaneously with two others, both named William Tockman: one a fellow Green Arrow villain, and one a foe of the Batman Family.
History
Clock King fought against the Green Arrow and Speedy, the heroes of Star City, early in their careers,[2] and was one of the villains commemorated with a statue in his likeness in their Arrowcave.[3] They foiled an attempt of his to develop time-travel technology, but in the process were themselves thrown back in time to the 1940s by an exploding "time trap," and formed the Golden Age superhero team the Seven Soldiers of Victory before returning to their own time. The Clock King was warned off of his efforts by Per Degaton, but would instead steal the veteran time-traveler's technology for his own use.[1]
The Clock King also operated in Gotham City, where he was driven into a frenzy by a drug related to Scarecrow's Fear Toxin and fought against the Birds of Prey.[4]
Clock King later attacked the Seven Soldiers with the help of his time-displaced Pterodactyls. Stargirl and Red Arrow tried to help against Clock King, but were repressed by Crimson Avenger. After Per Degaton's time machine was destroyed by Lee Travis, Clock King was not found: he had been sent back in time to November 22nd of 1940, to be recruited by Per Degaton for a plot against the Justice Society of America.[1]

- Clock King was created by Ed Herron and Lee Elias, first appearing in World's Finest #111. However, in the Prime Earth continuity, Clock King first appeared as part of the New 52 DC Universe in Batman: The Dark Knight (Volume 2) #2 by Paul Jenkins and David Finch.
