Colonel Blimp was a Batman villain who used blimps.
History
Using his blimp, he took Gotham's famed submarine for the second time apparently, and ransomed its safe return. He was quickly defeated by Gotham Girl, who stole his hat.

- Colonel Blimp was created by Paul Kupperberg and Don Newton, first appearing in Batman #352. However, Colonel Blimp first appeared as part of Prime Earth continuity in Batman (Volume 3) #6 by Tom King and Ivan Reis. The original concept is based on the Golden Age villain Carl Kruger.
