Commissioner Sarah Essen was the tough, hard-boiled police commissioner of the Gotham City Police Department. She was the commanding officer of Jim Gordon and Harvey Bullock, and helped them go up against the gang war between Carmine Falcone, Fish Mooney, Sal Maroni, and the Penguin.
