Grogan was the commissioner of the Gotham City Police Department after Gillian B. Loeb's forced exit.
History
He was possibly more crooked than his predecessor. A few years later, he was replaced as commissioner by James Gordon himself.
Notes
- Commissioner Grogan was first mentioned in Batman #407 (part of Batman: Year One) in 1987, but did not appear until Catwoman Annual (Volume 2) #2 in 1995.
- Commissioner Grogan's first name has changed over time. In Catwoman Annual #2 his first name is Petey. In Batman: The Man Who Laughs, his given name is Jack and in Batman and the Monster Men #5 it is Edward.
