Synopsis for "Convergence"

Since the dome came down around Hub City, the authorities took the weapons away from the common citizens, and some feel that the situation has become an oppressive regime. Vic Sage reports on the events as a group of armed protesters calling themselves the Madmen face the National Guardsmen, led by Captain Captain Allen Adam. With rudimentary weapons, the protesters make the first strike, and Sage watches in horror as what began as a peaceful demonstration becomes an all-out war. The Guardsmen take out the entire group with an RPG, and the result is carnage. Hurriedly, Vic urges his news crew to get out of the area while he confronts Captain Adam alone.

As the Question, Vic challenges Allen to justify his actions. Grimly, the military man responds that by fooling people into thinking they have a choice, Vic is responsible for what happened here today. Vic ignores him, explaining that he is not there to judge. He has a message: Ted Kord needs the Captain's help. As Adam takes his leave, Vic looks at the corpses in the wreckage following the altercation and wonders if the people of Hub City regressed under the dome - or if this was always their fate.

Ted Kord has been working for weeks on yet another device to break through the dome, but his assistant Tracy is unconvinced that he'll make any more progress than before - and remains convinced that he is spending too much money. When Captain Adam appears in his building, Ted becomes angry, unwilling to accept that this military choke-hold on the city is for the greater good. Tracy reminds the two that they are meant to be friends, and urges them to work together. Ted softens, explaining that he meant for Allen to see his device in action. He activates it, and it sends a blast of energy up through a hole in the roof to the dome. Unfortunately, he sees no change in their situation. The dome remains. Allen, however, points out that his powers appear to have returned. Surely something Ted did brought them back. Ted considers putting on his Blue Beetle armour, but Captain Atom warns that costumed super-heroism is still illegal. Before he can argue, Ted spots some strange lights in the sky, and Captain Atom realizes he recognizes their energy signature and flies up to investigate.

Captain Atom finds Doctor Spectro investigating the incident that returned his powers as well, but before a fight can occur, they are interrupted by the arrival of a strange visitor: Booster Gold. Unexpectedly, Captain Atom attacks him, assuming he's with Spectro. Ted manages to catch up just in time to see the newcomer disappear - and with him, everyone's powers. Unfortunately, Ted's choice to save Allen results in Spectro falling with no one to catch him.

Vic arrives on the scene and suggests that if powers came back as a result of someone from outside the dome coming in - maybe that should be what they pursue, instead of finding a way out.

Suddenly, the building beneath them shudders, and transforms into the form of a humanoid, which speaks and warns that the dome will soon fall. When it does, champions from each of the many domed cities on the planet's surface will have to rise and fight for their home's survival. Only one city will survive. Within moments, the dome falls, and the heroes of Hub City must wait to discover what that means for them.
