Cornelius Stirk is a deranged cannibal who was committed to Arkham Asylum.
History
Ethel Peabody locked Edward Nygma in Stirk's cell in order to interrogate him and find out what Nygma discovered when he broke into Indian Hill. Since Stirk was chained to the middle of the cell, Nygma managed to stay safe by remaining still in the corner.[1]

- This version of the character is exclusive to the continuity of the television series Gotham, Pennyworth and its tie-in webseries and shorts, Gotham Stories and Gotham: A City Gone Mad. It is an adaptation of Cornelius Stirk. The original character was created by Alan Grant and Norm Breyfogle and first appeared in Detective Comics #592.
