The Council of Light was a front for Brainiac in his plans to weaken Earth made up of all his alternate selves across the Infinite Frontier.
History
After the events of Dark Crisis, the Council brought Amanda Waller back from Earth 3 and gave her unlimited resources to eliminate all of Earth's metahumans, both heroes and villains.[1][2]
Waller eventually determined that the Council was not broadcasting from Earth and had no contacts to any government. She demanded that they reveal who they were and, when she learned the truth, cut off all contact, swearing that she would find a way to destroy them.[3]
The Council were destroyed when Lex Luthor hacked into and deleted the hive mind which Brainiac Prime used to control them.[4]

- The Light was created by Greg Weisman, first appearing in Young Justice (TV Series) Episode: Independence Day. However, in the Prime Earth continuity, The Light first appeared as part of the New 52 DC Universe in Dark Crisis on Infinite Earths #7 by Joshua Williamson and Daniel Sampere.
