The Masked Marauder is an old nemesis of Ted Kord, the second Blue Beetle, who destroyed his reputation.
History
Plotting for revenge, von Steuben clawed his way into a new powerful position, only to find out that Ted had already been killed by Maxwell Lord. He would have to find his revenge elsewhere.
He found his revenge in the third Blue Beetle and paid many of Ted's former villains into joining him to destroy the Blue Beetle legacy. The group, including von Steuben himself, proved no match for the young hero of El Paso.
