In a flashback of Tracer's past; during the Iranian War, soldier Vincent Cade is caught by the military police for desertion. As he is being arrested, enemy artillery fire hit their location, critically injuring Vincent.
Following Lord Havok's declination, Monarch's followers and the Extremists are about to fight each other. But to the surprise of everyone, Monarch decides not to do anything about it and have his forces to leave Slovekia, but not before warning Havok that he will soon "learn".
Sometime later, Doctor Diehard express his dissatisfaction to Havok for rejecting Monarch's offer, given that he would provide a more greater ally in their war against the Meta Militia, and having only in creating another enemy for the Extremists. Havok, however, reply that he have his own reasons and question to Diehard if he intends to challenge his leadership, in which Diehard quietly relents.
Meanwhile in the White Tower, Blue Jay explains to Americommando from outside his office the reason that the International Union turned down the invasion of Slovekia is because of how their leadership of their nation has been more aggressive, asserted that they had conquered Ontario into the United States of Angor. Americommando, after sending a call girl out, is callous of Blue Jay's reasons, and ask him for the "service" line before slamming the door in front of his vice-president.
Cade is inhumanely experimented in Experiment House as "tomorrow's soldier" and is given the codename Tracer. Eventually, Tracer broke loose of his bondage and kills several scientists. The superiors who are watching Tracer's action in a safe room are impressed with the results. They then discuss of the computer chip that is implanted in Tracer's head of whether it is capable of disabling and/or controlling him. They then test their theory by forcefully sending a young girl in for Tracer to kill. In absolute disgust, Tracer disobey their order. But the computer chip successfully takes control of him and forcing him into killing the girl. Much later, Tracer is then sent on his first mission with Eagle and Americommando. After brutally killing many enemy soldiers, Tracer goes berserk and kills Eagle, and is subdued by his embedded chip. As Americommando is about to kill Tracer, Lord Havok arrives and blasts away Americommando. Havok then removes the chip from Tracer, and offers him his friendship.
In a liquor bar in Philadelphia, Tracer receives a job from Momo. As Tracer follows the written direction given from Momo, it is revealed to be a trap for Tracer as he is confronted by Monarch's transdimensional minions. Tracer then fights them but only to be brutally beaten and hanged by the alternate Wonder Woman, Bizarra.
