The Court of Owls is an ancient secret society that has controlled Gotham City for centuries.
History
The Court was formed when Gotham was founded, consisting of many of the city's oldest and wealthiest families. They served as the backbone of the city itself, controlling the flow of both wealth and industry in and out for more than 200 years. The society was well hidden, so much so, that it was considered legend and nursery rhymes were well known. According to Dick Grayson, the Court was said to have taken away circus performers if they performed poorly, however no evidence exists to support this claim. They have also been secretly mining a substance, known as Dionesium, which is necessary for their creation of their assassins, known as Talons and their primary goal was to find a "fountain of youth". Those who crossed them or even betrayed them, were dealt with in the harshest ways possible, including their unlawful execution.
Bruce Wayne, was secretly looking into the Court prior to his demise at the hands of Ra's al Ghul. He kept this knowledge secret from the Bat Family, even from his loyal butler and friend, Alfred Pennyworth. Following Bruce's death however, the Knights would take over his investigation and with the aid of Oswald Cobblepot, were able to uncover both the society, as well as their plans and Bruce's uncle, Jacob Kane, as the Voice of the Court. The Court would also find itself against the League of Shadows, now led by Ra's al Ghul's daughter, Talia.
The Court nearly achieved its dreams of immortality, when they found a way into the caves, right beneath what remained of Wayne Manor, where a Lazarus Pit was located They were, however, foiled by a recently-resurrected Bruce Wayne and the Knights.

Equipment:
- Talon Laboratory: The Court is known to utilize volunteers to undergo a process to make them into the assassins known as Talons. Volunteers are typically dead, but resurrected through Dionesium and then stored in suspended animation.
