The Court of Owls was a resistance movement against Omega.

History

When humanity embraced evil and the world fell into chaos, the vigilantes who would become the Court of Owls fought during the resulting conflicts, like the Clay Wars and Season of Demons. However, Omega, who was in actuality their former mentor Bruce Wayne, defeated them and enslaved them to his will using the Anti-Life Equation. For years, they were controlled by him until Tim Drake developed a blocker against the Equation that he gave to hundreds of people, including his fellow Bat-Family members. As the symbol of the bat had become twisted thanks to Omega's usage of it, the group became the new Court of Owls and took the abandoned Batcave as their base of operations.

Knowing Omega was preparing a new signal that no blocker could protect against, the Court launched an attack against Omega's base. They lost the battle, with Jason Todd, Cassandra Cain, Stephanie Brown, and Kate Kane falling in battle.[1]

Days later, when Batman and Wonder Woman arrived at the transformed Gotham, the Court ambushed them, intending to eliminate them as enemies. However, the attack was called off when Dick recognized Bruce.[2]

In the Owl-Cave, Dick and Barbara informed Bruce about what the Court had been doing and their failed attack, revealing that the Court had lost all hope in toppling Omega. However, Bruce, with some help from Bryce, managed to get the Court to plan another attack, albeit reluctantly.

The Court went to Selina Kyle, who had weapons and equipment in storage. However, Selina had made a deal with Omega to alert him if the Court showed up, which kept her from helping them the first time around. Fortunately, Selina had a change of heart upon seeing her old lover's face when he was noble and "stupid" and allowed them to take what they needed.

The plan was for Diana to lead the Court to Arkham Asylum to shut down Omega's amplifier while Bruce and Joker infiltrated Wayne Tower. Diana and the Court were able to walk into the heavily-guarded location thanks to the final invention of Jervis Tetch: a "neuro-wave" that would be broadcast by Jim Gordon that forced enemies' brains to not see them as threats. The Court was able to open the door where the amplifier was held using the "universal answer", a device created by Riddler that could crack any password. When the door opened, they found out that Martian Manhunter was the amplifier. At that moment, the door shut, separating the Court from Diana.

Omega's men then caught Gordon, turning off the neuro-wave and allowing Omega's enforcers, his former rogues as Batman, to see the Court. A brutal battle ensued until Omega was killed by his clone, thus causing the rogues to stop fighting.

The remains of the Court stood with Bruce, Diana, and Joker as they awaited the arrival of an infant Kal-El from another universe, marking new hope for the world.[1]
