The Crime Exchange was a criminal organization that planned tactical schemes and provided criminals for the jobs.
History
Their leader was Walter Grimes, a notorious TV newscaster, who used his public opinion to belittle Commissioner Gordon and Batman for their failure to stop the Crime Exchange.
The organization was eventually taken down with the combined efforts of Bruce Wayne and the Gotham City Police Department; while Grimes was eventually captured by Batman.
