In the mid-1940s, the isolated, underdeveloped, Latin American nation of Otero was overridden with bandits. A local visionary reformer, known as the "Crocodile" because of his extremely distinctive appearance, petitioned the Blackhawk Squadron for their aid in dealing with this problem. He assisted them in exposing some prominent local citizens as leaders of the bandits, but all of this was a ruse; he himself was the top man in the organized bandit gangs, and was weeding out some disloyal subordinates with the unwitting aid of the foreign adventurers. But Blackhawk figured it out, and the Crocodile was arrested.
