Cutlass Charlie was an enemy of Aquaman. He was a pirate who wielded a cutlass that could shoot fire.
History
Charlie joined a plot by Dr. Destiny, who used the Materioptikon to switch bodies with Green Arrow and then have his allies switch with the rest of the Justice League of America. The plan almost worked, if it weren't for the transformation running out. The villains fought the League in the Secret Sanctuary, and at first they all faced their own opponents. The League switched it up, and while Cutlass Charlie could hold his own against Aquaman, he was no match for Superman and the Flash.[1]
Years later, Cutlass Charlie set up an operation in the waters outside of Somalia. He used a crew of rocket bikes and turned the sea into a high speed slaughter. He was eventually apprehended by Green Arrow and Green Lantern.[2]

- Cutlass Charlie was introduced in Justice League of America #61 as an established Aquaman villain. This implies that there must be some untold stories about Aquaman and Cutlass Charlie's earlier altercations.
