Snapper Carr is elected as the Mayor of Happy Harbor, Rhode Island, where his inauguration ceremony gets interrupted when Mr. Mxyzptlk unleashes his magic to summon Starro as he takes Carr's place as mayor. The Justice League has to stop Mxyzptlk's hijinks before it is too late.
