DC's Year of the Villain Special #1 is a one-shot with a cover date of July, 2019. It was published on May 1, 2019.
Synopsis for "Doom"
Amanda Waller goes to the White House to inform the president of an urgent matter and finds him in the thrall of the Legion of Doom. Brainiac and Lex Luthor have him in their thrall, controlling his mind and they do the same to her. The duo leave for Metropolis, where Lex fires everyone from LexCorp and prepares for an onslaught from the United States military. He explains to Brainiac that he has extracted data from them that will allow him to control the world: he has liquidated all his assets and given his vast wealth to a network of supervillains with a coordinated plot to destroy superheroes. He tells Brainiac to leave and is then confronted by Captain Atom and government forces before he initiates a huge explosion.

Synopsis for "Leviathan"
In Seattle, Merlyn tries to escape from Green Arrow and Batgirl - he pleads for them to let him go, he suggests they all board his helicopter and he'll explain on the way. Arrow and Batgirl are nonplussed but Merlyn explains that they are in the middle of a "royal flush", all of the secret organisations are being shut down forcibly. The heroes grab him and start to leave but it's too late, Leviathan has arrived.
An enormous explosion levels the building but Barbara wakes up in a room face-to-mask with Leviathan. They offer Barbara a deal, to work with them to improve the way the world works. Leviathan reveals that they know all of her secrets and that, despite her best efforts, nothing has changed; instead Leviathan offers to allow Barbara to join the organisation, to become Leviathan.
Elsewhere, Green Arrow calls Batman to explain the situation but Damien has another idea - he asks Batman to ensure that this was not caused by his old partner, Red Hood.

Synopsis for "Justice"
After returning from the Fifth Dimension, the Justice League return to their usual heroics, near the Source Wall a space ship heads toward the Void, endangering billions of lives. Superman subdues the pilot and saves the ship but the team realise how outmatched they are against the influx of evil - they decide to recruit everyone and then they will wage war.
Perpetua walks around the Hall of Doom before the Legion of Doom until she arrives at a pod where the new body of Lex Luthor is growing.
