Dagon is the ruler of The Blue, the source of all water in the universe.
History
Dagon cut The Blue off from the universe and hoarded its life-giving water for himself. As a side-effect of this, Atlantis was displaced from Earth into The Blue via the Ocean Orb. Dagon knew of a prophecy about a "Dark Tide" and New God who would come to kill him, and when Aquaman entered The Blue searching for the missing Atlantis, believed that he was the one. He dispatched the Mercenary Maids lead by Lori Lemaris to capture Aquaman.[1]
Notes
- This version of Dagon only rules over the Post-Flashpoint iteration of The Blue. He also has no connection to the Pre-Flashpoint character of the same name.

- He is a distinct character from the ancient king also named Dagon seen in Ocean Master: Year of the Villain #1.
