Darkstars (Volume 1) with a cover date of February, 1994.
Synopsis for "All Along the Watchtower!"
Carla and Mo rush to intercept a robbery at a Dayton Industries facility. They find the armored perpetrator in the act, but the thief disappears before the Darkstars catch him. The Darkstars attend to the injured victim, Dr. Donna Berryman, whose arm got cut off.
Meanwhile, Colos takes John Flint -still affected by the Annihilator program- to a meta-human detention center. The Darkstars fill Colos in with the details of the tech thief, and they realize that he can't be Kleeg. Kleeg has the reputation of never hurting a woman, so this last robbery writes him off the case. Instead, the perpetrator was someone impersonating Kleeg, and Colos has a suspect in mind.
The Darkstars fly toward Commander Dirnu Jurnin's spaceship, the one who brought Kleeg to Earth. After breaking into the ship, Colos and Prigatz question Jurnin, and the Commander admits responsibility for the crimes. Wanting his race to remain as the "intellectual masters of the universe," Jurnin took advantage of the witness protection program to frame other criminals for killing scientists and stealing their devices. Mo asks Jurnin why he stole the optic research facility since that's the only robbery that doesn't match the pattern. Jurnin denies visiting that place, and Colos realizes that Kleeg actually committed a crime after all.
