David Cornwell was a police lieutenant in the Gotham City Police Department.

History

David Cornwell was brought in the M.C.U. (Major Crimes Unit) unit from O.C.B. (Organized Crime Bureau). He was appointed by acting Mayor Hull. Sergeant Jackson Davies was originally up for the position and was resentful of Cornwell receiving the position after Ron Probson's death.

Cornwell was one of Commissioner Akins' counselors during the gang war, and he reported the encounter between the GCPD and the gang "Las Arañas," led by Tarantula.
