Death Masque is an associate of Deathstroke.
History
Devon was a patient at Arkham Asylum who claimed to have once been taken to a planet called Pulor and has been hiding in the asylum for 87 years. He along with Mr. Freeze, Deathstroke, Doctor Destiny, Hugo Strange, and other villains were a part of a virtual support group rehabilitation program. When Deathstroke made his escape from Arkham he ran into Devon, who apparently also happened to be escaping. Once the two reach the asylum exterior grounds, both Slade and Devon are caught in a Zeta beam and transported away.
Devon is next seen in the home of Slade's son-in-law Hosun searching for Slade. Now calling himself Death Masque and wearing a strange black and white amalgamation of Deathstroke, he claimed that upon escaping Arkham he and Deathstroke were zapped to Pulor and got caught up in the Pulorian invasion of earth. However, due to subspace delay from zeta beam travel, Slade was back in his cell moments later as if the adventure never happened before his warning of the invasion could reach Earth; leaving Death Masque to find Slade to stop the invasion.
He did manage to recontact Slade despite some problems, like shooting himself in the head, being arrested and Hugo Strange taking control of Doctor Destiny to take control of Arkham so that Slade could kill him and started hunting for the Pulorian beacon that would start the invasion of Earth.[1]
Together they managed to find a group of Pulorian infiltrators who had masked themselves as homeless people and kill them before Slade detroyed the beacon but before they could celebrate their victory Devon was once again kidnapped through Zeta-Beam.[2]

- Decelerated Aging: Despite having spent 87 years in Arkham Asylum Devon still appears as a man in his prime, it is possible that this is a result of alien experiments done on him.[3]
- Superhuman Durability: Survived after accidentialy shooting himself in the head with an alien ray gun.[1]

- Mental Disorder: Despite having proved that his illusions were actually quite real Devon still remains a little bit unstable.

- Death Masque Costume: Devon wears a costume inspired by Deathstroke.
- Energy Projection: Devon's costume can shoot non-lethal short range energy blasts to knock out people.[1]
