The Time Master known only as "Declan" was an instructor of Rip Hunter and Miranda Coburn.
History
Upon discovering their love affair, Declan put them before a disciplinary tribunal, for breaking the Time Masters code.
Years later, Declan was killed by Mick Rory, after Declan had tried and failed to turn Rory back into "Chronos".
