Synopsis for "Gotham Nocturne: Act I - Something in the Way, Part II"
Batman and Gael Tenclaw in werewolf form are frozen solid after Mr. Freeze's detonation of a frost bomb. Batman's utility belt immediately activates a failsafe unthawing feature, while Gael is nearly broken free from the ice. The nearby frozen sewage vent containing thousands of gallons of water shatters, sending the water cascading directly into them and sending Batman down the sewage tunnels. Gael thaws out before the water hits and escapes through a sewer grate on the street surface. Batman is left unconscious on the tunnel floor once the water subsides. Mr. Freeze picks up Batman and drags him away down the tunnel.
Meanwhile at the build site of the former Arkham Asylum, Arzen Orgham delivers a press speech in regards to his family's commitment to the future of Gotham, starting with the construction of Orgham Place atop the former Arkham Asylum. Mayor Nakano cuts a ribbon to commemorate the moment, and Arzen leaves in a limo while those in attendance applaud.
In the Limo, Arzen inquires if his plans are on schedule with Gael, Neang, and Shavhod who presents him with the Reality Engine artifact. Gael suggests changing the city with force and presents a box containing four masks, stating their identities must remain hidden at all costs and to be used as weapons against the city.
In Freeze's underground lair, Batman awakens to multiple heat lamps surrounding him. Freeze explains that he finally sees Batman's perspective on the city as a savior and references similarities on their personalities, comparing Batman's love of Gotham and his desire to constantly preserve its innocence to his late wife Nora. In exchange for a truce to be left alone the tunnels beneath Gotham, Freeze provides valuable information, stating Gael attempted to recruit him with an artifact called an "Azmer", a still green gaseous fluid encapsulated in a glass vial. Freeze tells Batman that the substance can be frozen, rendering it useless. Batman later leaves through a tunnel that leads to the surface.
Later that night, Arzen leaves his condo in a limo to visit Bruce Wayne at his apartment. Bruce invites him inside. Arzen asks how his infinite resources may help the city in the best way possible and which area to fix would cause the most drastic change. Neang and Gael in their new masks stand atop a nearby building overlooking the Gotham Narrows and detonate a massive bomb that levels the majority of the low income residential buildings. On the ground, people scream and flee while fires engulf the city, and Neang slaughters helpless citizens with swords.
Meanwhile at Wayne Realty, Shavhod proposes to buy all the low income residential land in Gotham, stating the crime wave will halt when they demolish the buildings and build towers in their place pushing out the majority criminals that reside there once and for all. Mr. Phillips, the head of Wayne realty, respectfully declines the offer stating that the Narrows that Wayne Enterprises owns are for ongoing "socially conscious" work and are not for sale. Shavhod places a purple mask with multiple eyes on herself and psychically orders Phillips to sell the land to them and take a vacation after, where he is ordered to commit suicide.
Back at Bruce Wayne's apartment and still talking with Arzen, Bruce receives a text from Jim Gordon to turn on the TV where he witnesses Gotham in flames following the massive explosion. Bruce ends the conversation with Arzen and leaves for the narrows as Batman, flying into the carnage below.
