Synopsis for Batman: "The Underworld Crime Committee"

A man called Mr. Velvet has created an organization of crime that operates using their own private television network. When some of the criminals are captured by the police, Velvet creates a committee to investigate the cases and the hearings are broadcasted live to the underworld.

When Batman and Robin get involved with some of the criminals, the thugs kidnap Robin and force Batman to act as prosecutor of their committee. Batman agrees and finds the squealers among the thugs who have been giving tips of the crimes to the police. When the case is done, Velvet and his men try to kill both Batman and Robin, but the Dynamic Duo manage to overcome the odds and defeat the criminals.
