Synopsis for "Electric City, Part Two: Grounded!"

Upon finding the unconscious Batman, a horrified Robin realizes that Batman no longer has a pulse. Enraged, the Boy Wonder catches up with the Electrocutioner and coerces him into restarting Batman's heart with his shock-gloves. The Electrocutioner is reluctant, but eventually agrees, and after a few false starts, Batman is successfully defibrillated. As the Electrocutioner flees, Robin takes Batman back to the Batcave.

Despite his injuries, Batman remains determined to solve the recent electrocution murders. Using information overheard from the Electrocutioner, he and Robin finally connect the murders with Elmo Galvan, and inform the police. From this information, Commissioner Gordon deduces that Galvan's remaining targets are the Commissioner himself, Judge Haggerty (who'd sentenced Galvan), and Guy Driscoll, a reporter who'd covered Galvan's execution. A police squad is sent to protect the judge, while Batman and Robin keep watch over Driscoll.

In the meantime, Galvan reminisces over how his botched execution had destroyed his nervous system, and how a suicide attempt had ironically rejuvenated him - his body can now move freely, but only if there is electricity running through it. Knowing that the authorities now know his identity and his vendetta, he hurries to the Gotham Gazettes offices to kill Driscoll. The Electrocutioner, meanwhile, stumbles into a police ambush at Judge Haggerty's house and begins attacking policemen.

Upon seeing Galvan, Batman and Robin are able to maneuver Driscoll out of the Gazette building, but Galvan begins to draw power from a nearby billboard, ready to kill all three of them with his next discharge.
