He receives a call from [[Otis Flannegan (New Earth)|Otis Flannegan]], also known as the Ratcatcher and both agree that Gotham was lost to darkness and despair. When the man finished his broadcast he goes out to his car but he is attacked by two thugs. The two of them were about to kill the radio-man when Batman arrived and saved the man. Batman told him to call the police and to have a little faith.

Synopsis for "Howling in the Dark"

Gotham City has been in the dark for four days already and the streets are filled with crime and chaos. Robin and Huntress patrol the city together and stop random displays of violence. Batman stops some looters and saves a man from a burning building.
