Dix was Det. Harvey Bullock's partner ten years ago before the arrival of James Gordon. Dix was an honest cop who lived by his "golden rule of Gotham" - no heroes.
History
When Bullock and Dix were hunting a serial killer named Randall Milkie, who claimed to be the reincarnation of a demonic goat spirit, Bullock insisted that the two rush Milkie's hideout instead of waiting for backup like Dix had suggested. Hesitantly going with his partner's plan, Dix followed Bullock into the abandoned building and found one of the Milkie's victims. The serial killer appeared and was killed by Bullock, but not before Milkie was able to spring a trapdoor from under Dix.[1]
