Doctor Aqua (Earth-Two)

Aqua struck upon the scheme of flooding towns, then having henchmen rob all of their banks, jewelry stores, and museums. He was ultimately captured by the hero Green Lantern, and much to Aqua's disgust, was incarcerated in an island prison where he could see nothing but water from his cell window.^[1]
