The Doctor is an infant sea monster and Century Baby.
History
The Doctor was born at the stroke of midnight on January 1st, 2000; making them an infant by the standards of their kind. They are the last of their family and possibly species, as the rest have been systematically hunted and killed by Aquaman; they live in the undersea "graveyard" of sea monsters near the Enlil island chain in the mid-Atlantic.
At the moment of their birth, the Doctor conjured a huge storm above the region of ocean where they live, known as the "Enlil Triangle", a storm which rages to this day. The United States Navy sent a group to navigate to the heart of the storm an discover what was causing it. They were accompanied by a group of West Point cadets, including Kate Kane. The Doctor attacked the flotilla out of instinct, killing most of the people. The mission was classified and the Enlil Triangle declared off limits to shipping.
Twenty-four years later, Kate convinced The Outsiders to visit the Enlil Triangle, claiming it was exactly the sort of strange phenomenon they should be investigating, but Drummer correctly identified that she just wanted revenge on the Doctor. When they arrived, they found the Enlil Triangle being guarded by the New Challengers of the Unknown, who were trying to prevent people discovering the graveyard.
Both sides dived under the water and almost came to blows, while Batwoman went out to confront the Doctor. With prompting from Drummer, she released that the Doctor was a child and an orphan, and both teams decided to withdraw and leave them alone.[1]
Later, Jenny Crisis recruited the Doctor and Jinny Hex to try and stop Drummer's plan to use the Multiversal Cannon to destroy reality and restore her own erased universe. The three Century Babies confronted Drummer onboard The Carrier, but she easily defeated them, proving far stronger than even the Doctor. Drummer unceremoniously dispatched Crisis and Hex, but apologised to the Doctor and told them that they deserved better before punching them through a portal back to Earth.[2]
Although Drummer succeeded in destroying the Infinite Frontier and entering the Multiversal Library, the Outsiders were able to convince her to make a better story than the one she had been given. She rewrote the timeline so that she fired herself through the Cannon rather than the "cosmic bullet" she had originally used, restoring reality. The Doctor's intelligence continued to develop as they grew older, allowing them to anticipate problems facing the world and come up solutions to them before they happened. They began working with Luke Fox and the Outsiders organisation to head off crises before they could occur, earning them their nickname.[3]

Powers
- Unique Physiology:
- Amphibian: The Doctor can breathe both air and water.
- Empathy: The Doctor can sense emotions from across the world.
- Enhanced Intellect: The Doctor is significantly more intelligent than others of their kind, at least as intelligent as an average human.
- Fangs
- Immortality: As a Century Baby, the Doctor is functionally immortal and cannot die of natural causes, although they can be killed.
- Decelerated Aging: Century Babies typically stop aging in young adulthood or middle age. The Doctor has not reached maturity so their aging has not arrested yet.
- Precognition: The Doctor can predict upcoming problems with the world and come up with solutions before anyone else notices.
- Superhuman Strength
- Weather Manipulation: The Doctor has been creating a permanent storm around their home since the moment they were born.

- The Doctor was hinted to be a Century Baby in their first appearance, but not confirmed to be one until Outsiders (Volume 5) #8.
