Doctor Pneumo was an enemy of Batman.

Pneumo was a scientist and inventor. He invented a gun filled with highly-compressed air that he used to start a crime wave in Gotham City, committing crimes with his gang. He first robbed a bank, using the air gun to blow the vault off it's hinges. Batman and Robin soon arrived and fought Pneumo's thugs, however Pneumo used his gun to blow Batman towards the Batmobile, hitting his head on the vehicle and causing him to go blind. Pneumo and his gang used this diversion to escape the scene.

Later, Pneumo went on another heist, attempting to use his gun to rob a factory safe. Batman and Robin arrived again, and he noticed Batman stumbling around, which gave way the fact that the blow Batman received caused him to go blind. Pneumo told his men about this revelation, who exclaimed that he had nothing to worry about. Pneumo then went on yet another heist, stealing a coin collection with the help of his gun. Batman and Robin arrived again and Pneumo used tinfoil to try to take care of Batman's radar, though Robin turned the lights off, leaving the odds even. Pneumo once again used his air gun to blow Batman away, sending him crashing down.

Pneumo then tried to escape, but was stopped by Batman. Batman explained that although his radar was destroyed, the second blow to his head restored his sight back.[1]
